Right now:

You have three options:
1. Use a browser extension that add the capability

That could be a solution but the linkedin integration is lacking. You cannot remove the link as it will also remove the image. And the image is integrated as a webpage and not an image. Look at the difference with the previous example:

3. Manually upload a GIF as a file
Not really convenient.
You need to download the gif from a website like giphy or tenor and then reupload it to linkedin.
